You demonstrate a strong command of classical international economic policy issues. What's not true -- and I was there in 1994 and beyond -- is there was no currency peg in 1994, and the ruble slid precipitously. What was introduced in 1995 (July?) was a crawling peg in a "corridor." That didn't do so well either. I'm struck that the words "capital flight" or "corruption" do not appear at all. Your analysis suggests the "government" was a sophisticated set of specialists looking out for the good of the country, which was not the case. The 1998 default -- and I agree it was "foundational" for all that followed -- was triggered largely by the Yeltsin government's inability to collect taxes from the newly emerging corporate sector.
